My advise is to start a new game with 'Unlimited money', and 'unlock all' mods enabled and have a practice session where you try out each and every button and option the 'Network Anarchy' mod provides. When you want to build a new road coming from an existing road, your mouse needs to be 'snapped' to the allready existing road.
